Why the Number on the Label Doesn’t Tell the Whole Story
Skincare has become a numbers game.
Five percent of this. Ten percent of that. A “maximum-strength” serum promising to work faster because it contains more of the ingredient everyone is talking about.
The larger number often looks like the better value. If one product contains 5% and another contains 10%, surely the 10% product must be twice as effective.
But skin does not respond to skincare like a calculator.
An active ingredient’s percentage matters, but it is only one part of the formula. Its performance also depends on whether it is stable, properly dissolved, compatible with the product’s pH, delivered in a suitable vehicle and tolerated well enough to be used consistently.
A higher percentage can sometimes produce a stronger effect. It can also produce more irritation, make a formula harder to stabilize or offer little additional benefit beyond a lower, well-supported concentration.
So the better question is not:
Which product contains the most?
It is:
Has this active been used at a concentration that makes sense within the finished formula?
Why Percentages Became So Persuasive
Percentages feel factual.
Words such as “radiance,” “renewal” and “advanced” are clearly marketing language. A number appears more scientific, transparent and measurable. It gives shoppers an easy way to compare two products without needing to understand the much more complicated formula behind them.
Brands know this. An active percentage can become the headline while the delivery system, pH, packaging, stability and supporting ingredients receive very little attention.
This does not mean every percentage claim is misleading. Disclosing a concentration can be genuinely useful. The problem begins when the number is presented as proof of performance on its own.
As we often emphasize botanical intelligence is something your skin does respond to. It’s not the trend surrounding a single ingredient. It responds to the finished formula.
A Percentage Tells You How Much—Not How Well
Imagine two products containing the same active.
Product A contains a moderate concentration in a carefully balanced formula that keeps the ingredient stable, allows it to be released appropriately and supports the skin barrier.
Product B contains twice as much, but the ingredient degrades quickly, crystallizes out of the product, sits at an unsuitable pH or causes so much irritation that it can only be used occasionally.
The larger number belongs to Product B. The more useful product may still be Product A.
This is why concentration cannot answer several essential questions:
● Is the ingredient still active when the product reaches your skin?
● Is it fully dissolved or properly dispersed?
● Can it leave the formula and reach its intended site?
● Does the product’s pH support its function?
● Can your skin tolerate it often enough to see a result?
● Does the rest of the formula help or hinder its performance?
The number tells you quantity. Formulation determines what that quantity can actually do.
pH Can Change the Meaning of the Percentage
Alpha hydroxy acids provide one of the clearest examples.
The effect of an AHA depends on more than whether the label says 5%, 10% or 20%. The type of acid, the product’s pH and the rest of the vehicle all influence how it behaves. The FDA explains that the extent of AHA exfoliation depends on the acid’s type and concentration, its pH and the other ingredients in the product.
This means two products displaying the same percentage of glycolic or lactic acid may not have the same strength on the skin.
At a lower pH, a larger proportion of certain acids may be present in a form that can interact more readily with the outer skin. That can increase activity—but it may also increase stinging, dryness and irritation.
The front label rarely gives consumers enough information to calculate all of this. And even when the pH is disclosed, that still does not reveal everything about the vehicle or the finished product’s behavior.
The lesson is not that acids are bad. It is that a percentage without its formulation context is incomplete.
More Can Mean More Irritation
Skincare results depend heavily on consistency. A moderate product used regularly may accomplish more than a very strong product that repeatedly leaves the skin inflamed and forces you to stop.
Irritation is not evidence that an active is “working harder.” Burning, persistent redness, unusual tightness, flaking and sudden sensitivity can indicate that the routine is overwhelming the outer barrier.
Once that happens, the rest of the routine may become harder to tolerate. Products that previously felt comfortable may begin to sting. Moisture can escape more readily, and the skin may feel both oily and dehydrated.

The goal of an active is to create a useful effect—not to prove its presence by making the skin hurt.
The Effective Range Is Different for Every Ingredient
There is no universal percentage that makes an ingredient “active.”
Different substances work through different mechanisms and may be useful at very different concentrations. Some produce measurable cosmetic effects at relatively low levels. Others are commonly used at several percent. Acids, vitamins, humectants, antioxidants and barrier-supporting materials cannot be judged by one shared scale.
Even the same ingredient may be used at different concentrations for different purposes.
Niacinamide is a useful example. Published studies have reported benefits from formulations containing 2%, 4% and 5% niacinamide for different concerns. That does not mean 5% is always the perfect amount, nor does it prove that 10% must be twice as effective. It shows why a concentration should be connected to a specific purpose and an appropriate finished formulation.
A consumer cannot reasonably be expected to memorize the ideal range for every ingredient. Brands should be able to explain why an active is present and what role it performs without hiding behind the size of the number.
Stability Determines How Much Remains Available
The percentage added during manufacturing is not necessarily the amount that remains active throughout the product’s life.
Some ingredients are vulnerable to oxygen. Others break down in light, water or heat. Certain actives remain stable only within a particular pH range or require compatible ingredients and packaging.
Consider two formulas that both begin with the same concentration. One is protected in suitable packaging and remains stable during normal use. The other is repeatedly exposed to air and light and loses activity over time.
Their labels may continue to show the same percentage. Their performance may not remain the same.
This is why opaque or air-restrictive packaging, preservation, antioxidants, chelating ingredients, manufacturing temperature and shelf-life testing can matter as much as the headline active.
Freshness cannot rescue a poorly designed formula, but a good formula must remain sound long enough to perform.
Delivery Determines Whether the Active Becomes Available
Before an ingredient can do its job, it must be released from the product and become available where that job takes place.
A water-soluble active, an oil-soluble active and a large surface-forming molecule do not require the same delivery environment. A serum, emulsion, balm and rinse-off cleanser also have different contact times and release characteristics.

The key principle is simple: doubling an active does not correct the wrong delivery system. More of an unavailable or unstable ingredient is still not thoughtful formulation.
Supporting Ingredients Are Not “Fillers”
When consumers focus on percentages, everything other than the hero active can begin to look unimportant.
But the supporting formula may be what allows the active to work.
Solvents help dissolve ingredients. Emulsifiers bring water- and oil-based materials together. Humectants help bind water. Emollients improve softness and spread. Antioxidants may help protect oxidation-prone materials. Chelators can improve stability. Preservatives protect water-containing products from microbial contamination.
Oils, butters and barrier-supportive ingredients can also help offset dryness and improve the way an active feels during use.
These materials are not empty space surrounding the important ingredient. Together, they create the environment in which that ingredient must survive and perform.

Can You Compare Products by Their Ingredient Lists?
An ingredient list is valuable, but it cannot show you the complete formula.
It can help you identify ingredients you want or need to avoid. It can reveal the broad structure of a product and whether the formula contains water, oils, humectants, emulsifiers, fragrance or recognizable active ingredients.
But it generally cannot tell you:
● The exact percentage of every ingredient
● The finished product’s pH
● Whether an active is completely dissolved
● How the product was manufactured
● How stable it remains after opening
● How much reaches a particular layer of the skin
● Whether the finished formula itself was tested
Even a disclosed active percentage does not provide those missing pieces.
Ingredient literacy is useful. Ingredient-list fortune-telling is not.
What Should Consumers Look for Instead?
Rather than automatically choosing the largest percentage, ask these questions:
What result is the product designed to provide?
A clear, realistic purpose is more useful than a long collection of dramatic promises.
Does the brand explain the complete formula?
Look for information about why the vehicle, supporting ingredients and packaging were chosen—not only a celebration of the hero active.
Is the concentration connected to evidence or merely used as a sales hook?
“Contains 10%” is a fact about quantity. It is not, by itself, proof that the finished product performs better.
Can your skin tolerate it consistently?
The best concentration is not the strongest one you can endure. It is one that produces the intended benefit while respecting your skin’s condition.
Are you duplicating the same type of active?
An exfoliating cleanser, acid toner, resurfacing serum and peel may each look reasonable alone. Used together, they can create a much stronger routine than you realize.

When a Higher Percentage May Make Sense
This article is not an argument that higher concentrations are never useful.
Sometimes a stronger product is appropriate for an experienced user whose skin tolerates the ingredient. Some concerns may respond to a concentration at the upper end of a well-established effective range. Professional guidance may also be appropriate for potent products or persistent skin concerns.
But “higher” should be a considered formulation decision—not the automatic definition of better.
More may increase the effect. It may also increase irritation, instability, cost or incompatibility with other parts of the routine. The useful balance depends on the active, product and person using it.
Persistent burning, swelling, blistering, severe itching or a continuing rash should not be treated as a normal adjustment period. Stop using the suspected product and seek advice from a qualified healthcare professional when appropriate.
The Best Formula Is Not the One That Wins the Numbers Game
Skincare is not effective because it contains the largest possible amount of a fashionable ingredient.
It is effective when the active is used at a purposeful concentration, protected within a stable formula, delivered appropriately and supported by ingredients that help the product remain comfortable and usable.
A percentage can help describe a formula. It cannot summarize it.
So the next time two products compete for your attention with 5%, 10% or “maximum strength” printed across the front, pause before assuming the larger number must win.
Ask what the formula is designed to do.
Ask whether the active can remain stable.
Ask how it is delivered.
Ask whether your skin can use it consistently without sacrificing its barrier.
Because the most effective concentration is not always the highest one.
It is the one the entire formula has been intelligently designed to support.

The goal of an active is to produce a beneficial effect while keeping the outer barrier intact and calm.
Why does the pH of a product matter as much as the acid percentage?
For ingredients like alpha hydroxy acids (AHAs), pH dictates how much "free acid" is readily available to interact with the skin. Two products containing the exact same percentage of glycolic or lactic acid can behave entirely differently: a lower-pH formula will feel significantly stronger and potentially more irritating, while a higher-pH formula will be gentler. Concentration alone never tells the whole story without formulation context.
Can an ingredient list (INCI) tell me if a product is high quality?
An ingredient list is useful for spotting allergens, irritants, or specific actives, but it cannot reveal the finished product’s performance. It does not show exact ingredient ratios, finished pH, manufacturing standards, post-opening stability, or whether the active can actually release from the vehicle and reach its target site.
Are supporting ingredients just "fillers"?
No. The supporting formula makes the active functional and usable. Solvents dissolve the active, emulsifiers stabilize the structure, humectants bind hydration, and skin-compatible lipids and botanical extracts cushion the skin against irritation. Without a thoughtfully engineered base, an active ingredient cannot survive on the shelf or perform comfortably on your skin.
When does it make sense to choose a higher concentration?
Higher concentrations can be beneficial when your skin is already well-acclimated to the ingredient, when targeting a specific concern that clinically requires the upper end of an effective range, or when advised by a skin health professional. However, higher strength should always be a deliberate formulation choice rather than an automatic assumption that "more equals better."
